For example, Adobe Photoshop is located at C: Program Files Adobe Adobe Photoshop CS6 (64 Bit) so you should put the manifest file in the root folder of the program. Then you need to rename this file as executable one adding “.manifest” extension. In our case, it’s “photoshop.exe.manifest”. /u/chain83 on /r/Photoshop brought up the point that this method also scales the canvas display in Photoshop, and not just the interface. For example, using the manifest file method, at 100% zoom a 100x100 pixel image takes up the same area on-screen as a 150x150 pixel image does at the default scaling. Sep 30, 2017 I'm on a lenovo 710 (14') running windows 10, and my photoshop is having scaling issues that almost makes it unusable. After searching all over google I still cannot find a solution, so here I am making a god damn forum post about it. For Bridge the photoshop.exe.manifest or the Bridge.exe.manifest as you have to change the name methode works wonders for me. I could not find a way to scale Bridge up within Adobe. Adobe is not the only company that walks behind, I use Nik software as a plugin and could not scale it up, not even with this wonderful solution.
Solution to Photoshop and Audition small or extremely large (200%) UI Scaling fix
It is disappointed to see that Adobe haven't fix this small UI scaling on all of their products for years. People with small monitor with high resolution will have problems using their products because everything looks so tiny or extremely large with their 200% scaling.

FYI, another person had posted this fix somewhere on the internet and I don't know where I got it from. Therefore, I'll repost it here so others can find it. Currently I cannot find his fix anywhere. All the credit goes to him. I had modified his instructions to include Audition and make everything clearer.

For Adobe Photoshop and Audition
Make sure you change the UI Scaling of photoshop or Audition in preferences to 100% first!
Change version number in 'photoshop.exe.manifest' or 'adobe audition cc.exe.manifest' file according to your Photoshop version. Ex '14.0.0.0'
-Copy 'photoshop.exe.manifest' file to Photoshop directory where 'photoshop.exe' resides
-Copy 'adobe audition cc.exe.manifest' file to Audition directory where 'adobe audition cc.exe' resides
-Run 'Photoshop GUI Fix.reg' file to import into Registry
-Photoshop and Audition UI scaling will adapt to all screen size and resolution to make everything scale exactly to our Windows scaling percentage
-Everything can finally be readable again!
-Done!

I got a new laptop with 4K screen, but my Photoshop, Illustrator & Dreamweaver have tiny icons instead of the regular size.
I have to scale down my screen resolution to be able to use it properly.. Does anyone have a solution for this problem so I can still use 4K? Scaling my screen resolution down messes up my desktop & it's really annoying to do every time I use an Adobe product.

John Manly's answer works for Adobe CC as of the 2014 update. Sadly that option doesn't exist in pre-CC and it sounds like Adobe have no plans to fix this.
If you're on CS6 on Windows, there's a hack described here which works on Windows 7 and 8. Warning: it involves hacking the registry, to enable 'external manifests'. See this question regarding possible risks.

It allows you to make AI and PS auto-scale with everything else according to your Control PanelAppearance and PersonalizationDisplay settings. Be aware, however, that this makes everything, including the appearance of your artwork, slightly grainy as if it was a pixel image that had been scaled up, and that the same Windows scaling applies to Adobe stuff as everything else including web browser etc. After trying every possible combination of settings, for me they all either scaled Adobe too much or everything else too little, or both, and I ended up undoing all of this and simply turning the resolution down one notch. But it might be an option for people with different personal preferences.
Here are the key steps. Before editing the registry, I recommend reading that whole article, and the comments.

Create a Illustrator.exe.manifest file in notepad, paste this text inside, save it, and copy it to the same folder as Illustrator's exe file http://pastebin.com/BZnKwU6a

Run the applications, no need to restart or anything else, and their interface should now have an acceptable size, but a but blurry as usual with this kind of scaling.

Photoshop Manifest Dpi Fix
I have a 4k monitor as well and this has been driving me insane! The only program that I seem to really have an issue with is PS.
There is an option (Windows only) to scale the UI in PS:
I'm on a Mac, so I can't say for sure what it does, but it might help you.
I did a lot of searching on this subject, when I first got this monitor hooked up and I'm pretty sure that it's a PS bug. As one commenter stated, I've seen lots of complaints, but no solutions.

This was a great solution. I am running Photoshop CS4. I did modify it slightly. I did the following:
- Open the Adobe Photoshop folder (Windows C: > Program Files (x86) > Adobe > Adobe Photoshop CS4)
- Scroll down until you see Photoshop.exe. Right click.
- Select Properties and then the Compatibility tab.
- Check the box next to: Override high DPI scaling behavior.
- From the dropdown below I selected System.
That was it. It worked great and was simple, without a registry hack.

If you try to open the program you will get a dll error. Here is how you fix it.
Look in the folder where you placed the manifest you will see a different .manifest file. For photoshop CS4 it's Microsoft.VC80.CRT.manifest.
Open that file, it contains a line which starts
Photoshop.exe.manifest Not Working
Copy that line into the manifest downloaded from above. Your going to want to replace one of the existing assemblyIdentity lines.
